regarding the Management Committee's (MC) potential abuse of power in creating a by-law that allows pets in our strata title property under MBPJ territory.

The by laws have to be adopted and by having at least (75% share units) from the quorum agreed to pass all the resolution in AGM or EGM. The MC themselves can't amend any by law without going through AGM or EGM.
