Can condo management change the common area into a motorbike parking even they know if they do so, the parking for car driver will be difficult.

Yes, they can do as long as the committee agreed with the arrangement

But this was not been agreed by the committe, it was a rules taken by the management only without further discussion and this was making the residence parking mess
