Gas delivery Issue

Can management come with a rule if the house owner or tenant need to order gas, the person who send the gas should bring trolley, or else they cant let the person in. However, usually when we order a gas we cant order a bunch, we only can order 1 or 2. If 2 they can bring a trolley, but when we order one and the sales person are sending their gas via bike, how can they carry a trolley along. Hence they should carry by end, but the management are screw with this stupid rules and never allowed the sales person to send the gas. B3sides, its difficult for us to order any gas on our condo due to this rules, we have talk about this on the watsapp group and management, hence no action or answer given.
