Staircase Light issue

I wish to know is there a house rule stated that staircase light only ON for 12hrs a day? 7pm to 7am? As most of the residences here are senior citizens and is a walk up flat. Rainy day and the staircase is dark. Being staying here for 30 years and only this year they changed the system for 12hrs. Before that we able to turn on when the staircase is dark. Informed management about the dangerous and they said is house rules. anyone can assist?

Usually the restrictions set on the common facilities such like swimming pool, gym room or other amenities when the lights or the facilities to be switched off.

The operation part is on the management or the committee’s discretion to control. However, the emergency stair case should be switched on complying to the BOMBA requirement.

no emergency light installed after spoilt too and this is not emergency staircase. we are walk up apartment. Therefore the staircase is not for emergency used.
