Hi all, For leakage in condo water meter (which is inside the riser), is this the responsibility of management or home owner? Under the Strata Management Act 2013, my understanding is that leaks from common property infrastructure—such as main water pipes and shared meters—fall under the responsibility of the Management Body (JMB or MC). However, my management office insists that the water meter belongs to the unit owner, and I should arrange plumber to fix it. In a typical condo setup in Malaysia, is the water meter inside the riser considered common property? Who is legally responsible for repairs in such cases, especially when the leak originates from the meter area?

In a typical Malaysian condominium setup governed by the Strata Management Act 2013 (Act 757), the responsibility for repairing a leaking water meter inside a riser depends on:
- The location of the meter, and
- Ownership and control of the meter, and
- Whether the meter is part of common property or part of the strata lot.
Understanding the Setup
- In many Malaysian condos, the individual unit water meters are placed inside risers (service shafts) which are located in the common area (usually corridors or outside units).
- The riser itself is part of common property.
- However, the water meter itself is typically installed and owned by the water authority (e.g., SYABAS / Air Selangor), but assigned to each unit for billing purposes.
- The piping before the meter (main supply to the meter) is usually considered common property.
- The piping after the meter (from meter into the unit) is considered part of the strata lot (owner’s responsibility).
- If the leak is from the water meter body itself or its joints, you should first report to Air Selangor (or your respective water supplier).
- If the leak is from the pipe before the meter, the Management Body is responsible.
- If the leak is from the pipe after the meter, the unit owner is responsible.
